As Japan entered World War II, the land-based Ki-43 Hayabusa (peregrine falcon) was among the most advanced aircraft available to the nation, and was also the most important in terms of numbers with 5900 produced. At the beginning of the war, the Oscar enjoyed air superiority, but as newer Allied aircraft were introduced, its armament showed initial weaknesses. The Ki-43 II improved the Hayabusa's engine with a two-stage supercharger, improved its protection with self-sealing fuel tanks and pilot armour, and replaced its rifle-calibre armament with heavy 12.7mm machine guns.

Like its Imperial Japanese Navy counterpart, the A6M Zero, the Ki-43 Oscar remained in service long after technological advances had rendered it obsolete.
